Typhoon Doksuri, one of the most potent storms in recent years, wreaked havoc in northern China with record-breaking rainfall, surpassing Beijing's 140-year record. The deluge, which equated to an entire year's rain for Hebei province, tested China's disaster-response capabilities. As Doksuri's remnants reach China’s northeastern provinces, an area as large as Britain is dealing with the aftermath—managing overflows from reservoirs and rescuing tens of thousands stranded in their homes. By Thursday, over 1.2 million Hebei residents had been evacuated. The rainfall volume surpassed Hebei's reservoir capacity more than twice. The critical Hai river basin, inclusive of Hebei and Beijing, faces its gravest flood challenge since the 1996 Yangtze river basin flood, which claimed approximately 2,800 lives. Hebei authorities intensified their disaster emergency response, while Beijing remained alert for potential landslides. Water levels might take a month to normalize in Hebei, with Zhuozhou being the worst-affected city, where about 100,000 residents, one-sixth of its population, have been evacuated. Rapid urbanization has heightened flood risks in China, with expanding cities encroaching on floodplains. Additionally, climate change-induced extreme weather exacerbates the situation. Northeastern provinces anticipate rainfall up to 50% above average this August, according to China's national forecaster.
